Yes: Regular, consistent menses are a good sign of ovulation but not a guarantee. Some women will have breakthrough, anovulatory bleeding at fairly regular intervals. If you are trying to get pregnant basal body temperature charting, ovulation prediction kits or a fertility meter or ultrasound may be helpful. Ovulation should occur about 14 days prior to the start of your period (day 14 in a 28d cycle).
