Ring worm???: Hmmmm! 'red band'--- i guess you are describing a rash which looks like a red ring with central clearing? Could it be ring worm? Esp with no history of pain or persistent limp! does it itch? Show this to your pediatrician for appropriate management!

Take her to the Dr.: This could be a parasite causing "creeping eruption".

Take her to be : Evaluated. Limping is not normal, neither is a "swollenm red band across the sole". An in person exam is a good idea.
