Unlikely diagnosis: I have never heard of eczema affecting the penis. If you've been scanning pictures & you know of someone with similar lesions there it would be good to see a dermatologist or urologist. There is a pre-cancerous lesion called bowen's disease that may have a similar look & treatment is most effective early.
