Yes and no: There are very many syndromes that will result in developmental delay. For example down syndrome. However, even with the full syndrome a person can be developmentally normal. There is a genetic trend for intelligence, but this is very variable. Many children with developmental problems have no genetic risks. Many children with genetic risks are developmentally normal.
