A few things: I've been treating uneven skin tone for over 20 years the best treatment in my experience is a combination of topicals including tretinoin and hydroquinone, followed by a deep chemical peels. I think lasers overpromise and undeliver when it comes to skin tone. Restoring healthy skin will correct the color problem. See a plastic surgeon who loves skin care or a dermatologist. Ask to see their pics.

Caution is taken not to overstimulate your skin in the corrective process, so as not to cause more pigmentation. Peels can be very beneficial, as can topicals like hydroquinone, tretinoin and in some cases, ipl and fractional laser resurfacing.
