Acne & makeup: Yes. Clogged pores contribute to acne. Certain makeups can clog pores. "non-comedogenic" makeups are those lacking ingredients known to clog pores in most people. The key word being "most" people... Since some people can still experience acne even when using "non-comedogenic" products.

Lack of moisture : Hydration and lack of moisture mostly causes dryness of your skin on your heels. If there peeling as well you may have a fungal infection. If you do not have the latter, usually moisturizing your skin works. I recommend you see a podiatrist. There is many ways to reduce dryness on heels.
