Eyeglasses: A less strong power of glasses is needed for the computer than for reading. If you use reading glasses at the computer, you will need to move closer to the screen for it to be in focus.

No: This cannot damage your eyes. It will simply mean the vision is not as clear as it potentially could be at 28" assuming the prescription is accurate at 14".
