Needs to be seen: Many, many different rashes are red and bumpy. The diagnosis and the treatment depend on many different factors: itchy? Painful? Painless? Always? Comes and goes? Hot? Dry? Scaly? Ooozing? Oily? Rashes must be seen to be properly diagnosed. Given that this rash has been there literally half your daughter's life, your pediatrician must have seen it multiple times. What does s/he say?
