Boys mature later : Girls enter their pubertal growth spurts sooner than boys. Many are menstruating by the time they're 12 while a boy may just be in early puberty. Be patient, you will grow. If you or your parents have concerns then please see your pediatrician. If a boy hasn't started puberty by the time he is 13-14, a medical evaluation may be necessary.
