Could be allergy: Eczema has been called "the itch that rashes". People sometimes have an itch, then when they scratch it it becomes a rash and starts a vicious cycle. Try taking some Benadryl (diphenhydramine) and see if that helps. Sometimes a nutritional deficiency can cause itching. If you don't get better, better get checked.
