Patients I've had: With foot levelers have found them to be largely uncomfortable. A podiatrist trained in biomechanics can usually make an orthotic that is far more comfortable and effective.

Sometimes: I have seen people have relief. I do not believe foot levelers are as good as custom orthotics.
