Both can: A resident is a medical doctor in training. The resident can do a D&C similar to a practicing physician. A D&C is one of the first procedures that an ob/gyn resident learns.

Resident is doctor!: Typically, both the trained and the physician-in-training perform the d&c. Residents are already doctors!
