CPR: Surely. Make certain that the airway is patent and start mouth-to-mouth breathing if not breathing. Have someone call 911 in the meantime.

No: If the person has a heartbeat, but is not breathing, you do not need to perform cpr, but do need to give them rescue breathing, about ever 5 seconds, and monitor their pulse.
