Doctor can check: Rashes are quite hard to describe and diagnose in words. A primary care doctor, a dermatologist, or a urologist will have to look at a penis rash in order to tell what it is. If an eczema rash, Hydrocortisone cream helps. Some rashes are an allergy to something. Hydrocortisone also helps allergic rashes. If warts or some other infection, special treatments are needed. Some penis bumps are normal.
