Need to see someone: Only md's or, in some states, nurse practitioners can prescribe medication. In order to have the rx refilled, you will need to see an md or np - either in an office setting or an urgent care/er setting.

Pharmacy refill: Pharmacies can contact the prescribing provider fora refill. If refill is denied, contact the doctor to explain your situation. S/he might do a telephone consultation and then refill. You may need to change to a doctor you can afford. Look for primary care community health centers/free clinics with with sliding scales. Citalopram is generic. Look for price of $4-5/mo or$10-12/3mos at pharmacies.
