Yes: The circumcision in adults is done under anesthesia. Postoperative pain may be controlled with pain killers. Provided the pt. Is otherwise healthy n tolerant to anesthesia risk is low. Consult an urologist

Nice try! Circumcise: What you described strongly suggests you need a more invasive measure - circumcision, which is a safe procedure with an almost next-to-none risk, and can be done under local anesthesia as an outpatient. Age is not a key factor to decide medical necessity - it has been done for ones at their 70s, 80s, and even 90s for medical need. So, go to see urologist to figure out what is reasonable for you.
