OT can be helpful: After a stroke the function of the arm or hand may be affected. If this is the case the ability to do basic activities of daily living can be impaired. In this situation occupational therapy is part of standard rehabilitation along with other therapy disciplines like phyical therapy and if needed speech therapy.

Absolutely!: Even in cases with total arm paralysis, occupational therapy can have a lot to offer. Adjustment, adaptation, attitude--all these may benefit from occupational therapy. Get your doctor to refer any stroke victim for an ot evaluation. Ot can even be helpful even in some cases where the arm is not affected, by teaching coping mechanisms.
