Phimosis: Sometimes the foreskin opening is too small to open up enough to allow it to be pulled back over the head of the penis. This is called phimosis. It can be corrected. Have your family doc or a urologist look at your penis. Your bio says you are a woman, i assume you are asking on behalf of a man.
