Possibly not usually: You could get herpes from kissing or chalymydia or gonorrhea in the mouth or rarely HIV if yoiur partner was HIV + and you had a open cut or sore, so make sure you know where your partner has been before you do anything with him or her ?

Yes, but...: There are some STDs that could be transmitted that way if you were kissing someone with an oral std, but this is not a common way for them to be spread.
