They do; lungs don't: The fetal lungs are non-functioning as the gas exchange in utero is via the placenta. They do, however have functioning cells/tissue and vessels, preparing for the critical transition to extrauterine life. They are generally fully mature after 39 weeks of pregnancy. But can function with assistance after 23 weeks (each week significant improvement).
