No: Erythema multiforme is an allergic reaction. Em minor is similar to a very bad case of hives. Em major is severe and needs treatment in a hospital. Substance abuse often means a person exposes himself to illegal drugs (unknown purity, unknown additives, unknown amounts, etc...) and is at risk for getting allergic reactions to unknown substances he takes.

No: In most states the answer is no. There is a federal law making marijuana illegal in all 50 states. However , some states such as colorado have thumbed there nose at the feds, but don't think that would offer you any protection should a federal attorney elect to prosecute.
