It can happen: Do you want it to happen? No. It does happen becuase new shoes can be stiff - ideally, when you try on shoes in the store they should be comfortable and a good fit. A good rule of thumb is if it is not comfortable in the store then don't buy it. You should not leave with the attitude "i just have to break it in". So does it happen? Yes...

No: Improperly fitting shoes will cause blisters. New shoes should not rub anywhere to the extent that you create blisters.
