Yes.: Those are ingrown hairs, which occur as the hair shafts attempt to regrow after being plucked out by the wax. The problem eventually solves itself if you just let the hair grow back, but that defeats the whole purpose. A dermatologist can prescribe topical medications to treat it and prevent recurrences after future waxings.
