Sort of: Cor pulmonale is the inability of the right side of the heart to pump blood through the lungs. One common cause is left-sided heart failure and this isn't cor pulmonale. A host of lung diseases cause cor pulmonale and some folks use the term to include heart failure due to pulmonary thromboembolization.
