Depends on situation: A babies heart beat is generally going to be faster than an older kid or adult. Fetal heart rate commonly runs in the 130-160 range, a sleeping 1 month old @ 80-160 while active rate varies 85-205. Generally, a faster rate means baby is doing some extra metabolic work, brought on by growth, digestion, illness or many other triggers.
