Either: If there is a reason for the high blood pressure, pain for instance, then it might increase your pulse / heart rate. It can also lower it if there is a problem with the conduction of your heart caused by years of high bp. More often than not, though, the two do not necessarily correlate. Be aware that many medications to treat high blood pressure can affect heart rate.
