IVF is best: The safest from a medical and legal aspect is to use a third party egg where the surrogate has no genetic link to the conception and is inseminated with sperm (ivf). The egg-sperm can come from you (the intended parents) or from a donor egg-sperm. Inseminating surrogates with the intended parents' sperm is the least expensive, but if the surrgate changes her mind, one could tough legal battles.
