Yes: Stasis dermatitis is a lower leg condition in which the legs develop a rash because blood pools there due to circulatory issues, usually veins that don't work. Stasis is a greek word meaning to stand still. Eczema is a greek word meaning to boil over, and it is usually used synonymously with atopic dermatitis, an itchy, rashy allergic skin disease around elbows, knees, hands, face; or all over body.

Eczema vs stasis: These are two different skin conditions that are unrelated. Eczema (many types) have a dry appearance and are unrelated the diseases of the veins. Stasis dermatitis is related to a condition of the veins. While different, they can coexist.
