Not necessarily: By "outer layer, " you mean outside? Any kind of sore is not normal, but it doesn't necessarily point to std. There are many possbilities. You should see your gynecologist.

Vaginal sores: Painful open sores in the vagina or on the labia are suspicious for herpes (hsv). These lesions usually will resolve in a week or so, but the virus is always with you and can be transmitted through sexual contact. Less commonly, syphilis can also cause sores. So, it is a good idea to see a doctor to screen for these diseases. (a swab test for HSV and a blood test for syphilis.).
