Not Necessarily: It depends on the classes and the setting. There are some classes and majors that are extremely demanding and may result in a gpa below 3.0. I would say that a gpa below 2.0 would be stronger evidence of some difficulty. If nothing else it may indicate a mismatch between student and course of study.
