Yes, rarely: Sure, there are plenty of reports of people with HIV who said they used condoms consistently. In most cases, however, they probably are mistaken -- either not being truthful (e.g. not wanting to admit sex outside their regular partnership), not remembering a condom failure, etc. Others may use condoms with casual/new partners, but not a regular partner they don't know is infected.
