Glandular Globes: While an std can present in many ways, the bumps you describe are actually anatomically normal but differ from person to person. These glandular/sensory clumps are what provide the sensory input during sex which leads to ejaculation. They are usually circumferential around the corona of the penis (the ridged area) and are usually most concentrated on the underside. They swell if irritated.
