They can't: Orgasm is the pleasurable sensation caused, in most men, by ejaculation which is the rhythmic contraction of pelvic muscles that shoots sperm and semen out of the urethra.

Orgasm is a climax: This is when most of the semen containing sperm is expelled. Sometimes a little sperm is present in pre-cum and is reason why withdrawal method of contraception is unreliable. Sperm can also exit when a man has a so called wet dream and semen is expelled.
