Yes: Because until the baby is delivered, the only source of oxygen in thru the blood vessels of the umbilical cord, compromise of that blood flow thru the strain may cause problems.

It happens: A tight nuchal cord can easily depress Apgar scores by starving the brain/heart/body of needed oxygen. However, the kid can also rebound from such an event. I have had one kid with 5 wraps of a nuchal cord and depressed Apgar score that grew up to be a healthy adult.
