Hard to say: Some little spots that cover the "rim" of glans(head) of the penis are benign(not worrisome), so called pearly penile papules. In the end, its hard to say what's affecting you without seeing it, so you are best served by seeing your pediatrician.

Normal: These are Fordyce spots and they are small sebaceous glands visible on the penile shaft.

Maybe not...: The described little spots may be inborn and you may leave them alone if there's no change in size and causing no discomfort. Of course, if still in doubt, seek professional evaluation and counseling timely. Oftentimes what you saw is just incidental findings with no clinical significance.
