No: It is not normal for a baby to have "pubic hair" on the pubic area. However, it can be normal for a baby to have short "body hairs", not true "pubic hairs", on the pubic area (tends to happen in families where everyone has body hair). One should ask the doctor to look at the hairs at the next check up visit.
