What are the differing health effects between snorting heroin and drinking impounded tea?

Dont know what it is: I cannot find any definition of "impounded tea." But there is NO kind of tea that I am aware of that would cause the kinds of problems that heroin does. The main ingredient in tea that causes problem is caffeine and a related chemical called theobromine. These cause physical dependency and in high doses can cause problems, but not for most drinkers.
