Something's wrong: At 9 weeks the hight of a baby (fetus) is referred to as crown-rump length and is about 20 millimeters. There are no movements of the limbs, yet, at that gestational age. 12 cm is closer to 16 weeks, and yes, at that gestational age you may see the baby move arms and legs on ultrasound.
