Yes: While HPV infection increases the risk of cervical cancer as compared with women who have no exposure to HPV, still, the majority of HPV-infected women do not develop cancer.

Yes: In the pre-vaccine era some studies showed as many as 70% of college age women testing positive for HPV antibodies. It is obvious that 70% did not go on to develop associated cancers. Women were doing pap smears for decades before the link to HPV was known and knowing they are HPV positive is just more incentive to follow through with this surveillance.
