Why do they ask you "have you had sex with a man" when you're donating blood?

Old rules: Receptive anal intercourse with an HIV-positive partner is an extremely high-risk activity -- so much so that in the past, any man who's done anything really sexual with another man, ever, was barred from donating. Even what "sex" is involves interpretation -- hugs? safe touch? The ironies are clear, especially as volunteer blood donors really just want to help others.
