Risk is dose-related: While smoking clearly significantly increases the risk of several cancers, not all smokers get cancer. Some die of coronary artery disease (due to smoking) before they develop cancer. The harm of smoking is dose-related: the more packs per day, and the more years smoked, the greater the risk.
