Vapor vs Smoke: Electronic Cigarettes ARE Smokeless. They create vapor from liquid on heated coils NOT smoke from incomplete combustion. You can control and minimize the number of toxic substances in vapor but NOT in smoke. Cigarette smoke has 4000+ compounds. Vapor from ecigarettes or APVs using flavorless nicotine liquid has only 2 compounds -- vegetable glycerin and nicotine.
