Yes: In Cardiogenic Shock hypoxemia can develop because of the low cardiac output. There is reduced delivery of oxygen to the body (because of the heart failing) coupled with the increased extraction of oxygen by the body. This leads to a lower than normal oxygen saturation of venous blood returning to the heart.
