Visit Physician : Your symptoms could be due to variety of reasons which may include infection or sensitivity. It would be best to see a physician for urinalysis and further examination to get to the correct diagnosis.

It could, but...: If you truly had a sensitive penis, it would be expected to always hurt when you urinated. I assume this is new though. Pain with urination could be from the urine irritating an open sore or skin abrasion, urethritis, and infection in your urinary tract,e tc. So best to get the dysuria evaluated and tested for so any necessary treatment will occur. Good Luck.
