Several causes: Itching of the penis is often a non-specific reaction to some irritation or contact sensitivity. An example would be a sensitivity to the type of condom used. If there is no rash present it's very unlikely to be caused by an infection.
If the head of the penis has a reddish rash it most often indicates a Candida infection,not necessarily sexually transmitted. For more information: bit.ly/1xdCiRJ
