Cut it out...: Not you, a Dermatologist. Warts have roots and if treatments fail it suggests that the roots are persisting. It may need to be fully excised, cutting deep enough to include the roots.

May not be a wart.: Though some deep warts (myrmecia type) are difficult to treat and may recur, you and your doctor may also want to entertain the idea that this may not be a wart at all. In order to be sure, you should really have a biopsy, probably a shave biopsy and have it reviewed. I would be happy to review the biopsy for you. Nevertheless, that being said, warts can persist for years. Good luck
