No: Raised ICP may produce lots of neuropsychiatric problems as well as neurologic issues ( visual loss, headaches, ringing in the ears, double vision, etc. Having bulging fontanelles does not mean you have or necessarily will go on to develop raised ICP. I'd get serial cranial ultrasounds and a pediatric neurology consult if there is concern. Ask the pediatric caregiver their opinion first.
