Rash: You do not have to worry, what you explain sounds like it may be a spot on the skin, some irritation or rash. Try topical neosporin for few days, if not better have it examined by your physician.

Young age: At your young age, it is probably not cancer or something else horribly bad. For peace of mind, go see your doctor and get it checked out and treated as indicated. Best wishes.
