You're probably: overweight and insulin resistant. You're not starving, just hungry due to elevated insulin levels. Try exercising, eating less and losing weight.

For general information: People who eat a high carbohydrate diet (particularly if high in sugar & refined grains like refined white flour) frequently experience a rapid drop in blood sugar a couple hours afterwards.
