Rash =diaper rash: Rash at upper inner thigh could be yeast as this area often is a more moist area from sweating this is similar to diaper rash.

Fungal infection: I suggest OTC antifungal cream ( Lotrimin-AF= clotrimazole) topically twice daily for 1 week.
